Michelle is torn by personal and professional obligations when she must take charge of CTU after Tony’s injury. Singer and his girlfriend Linda (Agnes Bruckner) are captured by Salazar’s men. Jack and Palmer have a secret conversation, leading Jack to take drastic action in the face of Salazar’s threat. However, Jack’s plans are soon complicated when Chase unintentionally gets in the way.

President Palmer faces scandal during his re-election campaign involving his girlfriend, who he met through her job as his personal physician.

One of Palmer’s major supporters, Alan Milliken, demands the removal of his brother, Wayne Palmer, from his staff for committing adultery with his wife, Julia Milliken. Palmer refuses to give in to Milliken’s demands, and this results in President Palmer calling in his ex-wife, Sherry Palmer, who indirectly kills Milliken. The Palmers cover up these events, lying to the police. Palmer’s opponent, Senator John Keeler, uses this as leverage against Palmer, offering him the opportunity to withdraw from the election. Near the end of the season, Julia kills Sherry and commits suicide. Unwilling to lie anymore or manipulate the facts to his benefit, Palmer abandons his bid for re-election, setting his morals above all else.

Jack and Hector Salazar’s (Vincent Laresca) men both search for Kyle, who is thought to be unknowingly carrying the virus in the bag of drugs that he is planning to sell. Meanwhile, David and his brother argue over the implications of Dr. Packard’s past. Tony leads an operation to get Singer at a mall downtown, but tragedy strikes when Salazar’s contact gets there first.

Amador meets with his accomplice Marcus Alvers, who has planted some of the virus in a hotel ventilation system, as well as with the man behind the terrorist strike, Stephen Saunders. Gael is killed soon after being exposed to the virus which he was trying to prevent being released into the hotel’s ventilation system, and Michelle has to deal with the threat at the hotel, as well as the unruly guests who soon discover the deadly truth.

Saunders contacts President Palmer and gives him a series of assignments, one of which he carries out successfully. The other task, however, is to kill Regional Division Director Ryan Chappelle. Jack and Chase try desperately to capture Saunders, but in the end Jack is forced to kill Chappelle and hand over his body as proof.

Day 3 sees CTU deal with a deadly virus threat that would be released in Los Angeles. We again see the return of Jack’s nemesis Nina Myers just as he is trying to overcome a heroin addiction after his undercover operation with Ramon and Hector Salazar, as others feel he still has not gotten over the death of wife Teri at the end of the first day. Jack has a new partner in Chase Edmunds, but things take a turn for the worst when it is revealed Chase is seeing his daughter Kim, and it causes tension among the three of them.

President Palmer is seeking re-election against Senator John Keeler, but his campaign turns sour after one of his major backers, Alan Milliken, discovers Palmer’s brother, Wayne, has been sleeping with Milliken’s wife, Julia. Palmer’s campaign suffers a major blow when revelations come out about his girlfriend and personal physician Anne Packard. The president turns to his ex-wife Sherry to deal with Milliken. She takes it all a step too far as she kills Milliken by not allowing him his medication, which he needs to stay alive. Despite David Palmer’s best cover-up efforts, Keeler uses it as leverage in the campaign. Towards the end of the day, Julia kills Sherry before taking her own life. Palmer soon decides after to not seek re-election.

A teenager named Kyle Singer (Riley Smith) is seen examining a large, mysterious bag of white powder. He plans to deliver the drugs to some dealers later that day, but he is secretly being watched by Salazar’s men. Kim Bauer (Elisha Cuthbert) now works at CTU and has been dating Chase for three months. Kim wants to tell her father, but Jack has a mysterious health problem that may make things more complicated.

Mike Novick has a change of heart and orders CTU to help Jack. Tony and Michelle are both released and agree to help Chappelle on the condition the charges against them are dropped. Palmer, Prescott, and the cabinet gather to listen to Sherry’s pivotal meeting with Kingsley as the bombers close in. Ultimately, the attack is called off at the last minute when the confession is obtained, and Kingsley and his men are killed in a raid. Palmer is reinstated as President, but he relieves Mike of his duties. The season ends in shock as Palmer encounters a villain from Day 1.

Jack has Sherry call Kingsley to negotiate an exchange – Hewitt for any evidence Kingsley has linking Sherry to the conspiracy. While en-route to the meeting point, Jack, suffering chest pains crashes the car.

Meanwhile Jack convinces Hewitt to testify but Hewitt, fearing prosecution, gets cold feet and stabs Sherry and escapes from his apartment with Jack in pursuit.

Jack convinces the medical center doctor to help him escape from Peter Kingsley’s (Tobin Bell) men. Lynne is forcibly held before she can warn Palmer of the conspiracy against him. She later manages to escape but falls down the stairs while being pursued by Secret Service and is hospitalized. Ryan interferes with Tony’s efforts to assist Jack. Kate offers her captors money in exchange for the chip. Jack tracks down Yusuf, who with his dying breath tells Jack where Kate has been taken. Jack arrives at Kate’s home and saves Kate, but the thugs manage to barricade themselves away with the chip.

Where the clock is shown either side of a commercial break a distinct beeping noise for each second was usually heard, along with a steady pounding. These beeps alternate between C and D tones. However, after highly emotional moments, such as the death of a major character, the clock will run without the beeping, with ambient noise (if any) allowed to play instead. The producers and fans have dubbed this the “silent clock”, and its use has become a hallmark of the show. The silent clock was used eleven times; six were following the death of a character, while five were not. At the end of the series finale, the clock counts down instead of up for the only time, from 00:00:03 to 00:00:00.

At the hospital, Yusuf examines the chip recovered from Wallace’s body and discovers a tracking device on the chip just as another group of assassins arrive. Jack takes the tacking device to draw the assassins away while Yusuf and Kate escape to CTU, but Jack is captured and tortured, even momentarily flatlining, but soon escapes with the help of one of the center’s doctors after discovering the name of the person behind the day’s events. Palmer leans towards holding off the attacks leading the Vice-President and other members of the cabinet including Mike Novick, to organize a mutiny to remove Palmer. In the meantime while en-route to CTU Yusuf falls victim to a hate crime by thugs who then take Kate.

24 uses the 12-hour clock rather than the 24-hour clock. AM and PM are not used for the on-screen clock; they are only seen during the opening narration. Each episode duration without commercials is approximately 43 minutes, as is common for hour-long television shows on commercial networks. Time continues to elapse during the commercial breaks, with the exact amount denoted by the digital clock display at the beginning and end of each act. Mundane events, such as travel, sometimes occur during commercial breaks and thus these events are largely unseen. The season 2 and season 3 premiere episodes aired without commercial interruption and just contained advertisement from show sponsor Ford at the beginning and end. The total running time of the premiere episodes are 51 minutes, approximately 8 minutes longer than normal episodes.
